Accessibility Statement

The company První certifikační autorita, a.s. (hereinafter referred to as I.CA) is a qualified trust service provider pursuant to Regulation (EU) No. 910/2014 of the European Parliament and of the Council of 23 July 2014 on electronic identification and trust services for electronic transactions in the internal market and repealing Directive 1999/93/EC, as amended (hereinafter referred to as “eIDAS”), Act of the Czech Republic No. 297/2016 Coll. on trust services for electronic transactions, as amended, as well as a qualified administrator of the electronic identification system pursuant to Act of the Czech Republic No. 250/2017 Coll. on electronic identification, and as such provides its services in accordance with the relevant industry standards and regulations.

Context of the provided services and the role of the website

Although the basis of the provided services is the presence verification of the identity of the applicant for the issuance of qualified or commercial electronic certificates, I.CA operates websites through which it makes available to service recipients additional services and additional information on the provided services (e.g. contacts for service support, descriptions of the scope of individual services, options for electronic request submission, etc.). These websites are intended for the general public and as such are designed for good readability on all commonly used internet browsers, including support for health-impaired or visually impaired readers, so as to meet the requirements of Act of the Czech Republic No. 99/2019 Coll., on the accessibility of websites and mobile applications and on the amendment of Act of the Czech Republic No. 365/2000 Coll., on public administration information systems and on amendments to certain other acts, as amended (hereinafter referred to as "Act No. 99/2019"), the content of the above-mentioned website www.icaidentita.cz was modified to be accessible to the widest possible public, including support for disabled readers - in accordance with the requirements of Act No. 99/2019 and the European Accessibility Act (EAA).

Compliance status

This accessibility statement applies to the websites www.ica.cz, q.ica.cz and s.ica.cz
The websites www.ica.cz, q.ica.cz and s.ica.cz are partially compliant with Act No. 99/2019 - due to the exceptions listed below in the paragraph Inaccessible content.
The exceptions relate mainly to specific cases where the implementation of the relevant functionality fully supporting the requirements for full content accessibility, or the functionality of the page for disabled readers, would be so laborious or so financially burdensome due to the requirements for compatibility of supporting HW equipment that the provision of the service or specific additional functions would no longer be profitable for the provider.

Inaccessible content

Exceptions that do not fully meet the requirements for full accessibility of sites for people with disabilities include documents or pages from the following areas:

  1. Inaccessibility due to disproportionate burden (§7 of Act No. 99/2019) in connection with specialized technical operations on linked websites

    When redirecting the reader to the related websites q.ica.cz and s.ica.cz, some functionalities may be unavailable for disabled users - primarily due to a strong technical dependence on the technical means used on the side of the reader of the website, or the version of the browser that the reader uses. These are mainly pages, that allow the user to remotely request the issuance of a subsequent certificate. The correct functionality of these pages is strongly dependent on the technical means used on the side of the user, or the applicant for a subsequent certificate, and therefore it is not possible to apply full support for the disabled, including full support for special devices for the disabled, due to the unreasonable load on the system by the service provider. In the event of the inoperability of these pages on the user's technical means and the need to extend the full functionality of the identification means for another period, the user must personally visit the registration authority's workplace.

     

  2. Older and technical documents for download in PDF and ZIP formats

    For practical reasons, some information is shared on the website in the form of links to files in PDF and ZIP formats - mainly due to the need to store large amounts of data in compressed units. The display of documents in PDF format is enabled by the freely available Acrobat Reader browser, which is available to users of all commonly used operating systems. Most documents in PDF format can also be viewed directly in standard web browsers, or their display is directly supported by functions from the operating system. Commonly available software can be used to unpack ZIP files, including, for example, the freely available 7zip application.

Method of assessing the state of compliance

To assess the state of compliance of the websites www.ica.cz, q.ica.cz and s.ica.cz with the requirements for supporting disabled readers, a self-assessment method was used for the purposes of this statement based on the methodology from the yWeb Content Accessibility Guidelines (WCAG) document, relying on the use of freely available control SW equipment such as WAVE Evaluation Tool - Microsoft Edge (checking compliance with the requirements for the arrangement of used objects on the relevant website and checking the correct filling of items for individual tagged objects), A-Tester (checking the page for compliance with the requirements of WCAG 2.1 Level-AA for basic HTML5 protocol tags), Toptal Color Blind Filter (checking how people with colour vision impairment see the page), Nonvisual Desktop Access (checking the functionality of the pages for using a screen reader intended for use on user PCs) and an independent assessment of the good readability of the displayed information even for the visually impaired by members of the group POmoc SLEPým Uživatelům (Poslepu.cz).
